You can put +1 Exceptional Any stat into any epic slot for 25 Dungeon and 5 Raid tokens.

You can put +1 Exceptional Any stat on Dragontouched armor using a tempest rune.
Kormor's Ring from the Tower of Despair gives a +1 Exceptional to a random stat when equipped.
You can put both +1 Exceptional and +2 Insightful Any stat on greensteel weapons teir2 and teir3 respectively.
You can put +2 Insightful Any stat on any ring from the Tower of Despair raid.
Planar Focus of Subterfuge/Erudition/Prowess from the demonweb quests can have any +8 stat or +3 insightful stat.
Stone Heart from Trial by Fury can have any +8 stat.
Random epic loot can have +7 stat (ML22+??), +8 stat (ML24+??), +1 exceptional stat (ML21+??) and +2 insightful stat (ML24+?).
